Walk through almost any active construction site in New York City and you'll find a tangle of orange extension cords snaking across wet concrete floors, daisy-chained power strips plugged into temporary panels, and junction boxes with cracked plastic covers propped open to the weather. At 120 volts, as little as 60 milliamps flowing across the chest for a fraction of a second is enough to put a person into ventricular fibrillation. That's a current level easily reached through a compromised tool cord. A GFCI device would detect that leakage current in milliseconds and cut the power before a lethal dose could be delivered. Without one, there's nothing between the worker and the current.
The second mechanism — inadvertent contact with energized conductors — is particularly common in New York's dense urban renovation and gut-rehab work. Workers cutting through walls, drilling into ceilings, or driving anchors into concrete slabs can contact buried or enclosed conductors that were never de-energized, marked, or isolated. This regulation, titled "Protection In Construction, Demolition And Excavation Operations," sets out specific requirements for electrical safety on New York job sites. It isn't aspirational language. It's a list of concrete obligations that courts have repeatedly recognized as the basis for liability when a worker is injured. 12 NYCRR 23-1.13 addresses topics including the guarding of electrical equipment, the prevention of contact with energized parts, grounding requirements, and the maintenance of safe working clearances. On the federal side, OSHA's construction electrical standards are found at 29 CFR 1926.405, which governs wiring methods, components, and equipment for general use on construction sites. Under 29 CFR 1926.405, extension cords used with portable electric tools must be of the three-wire type (with a grounding conductor), must be designed for hard or extra-hard usage, and must be maintained free from defects. The same standard addresses temporary lighting, ground-fault protection requirements, and the prohibition against using extension cords as a substitute for permanent wiring. Damaged Cords: The Hazard That's Hiding in Plain Sight
Extension cords on construction sites take a beating. They're dragged across steel rebar, run through door jambs, soaked by rain and concrete wash, and stepped on by workers in heavy boots. Ground-fault circuit interrupters are inexpensive, widely available, and required by law on construction sites. Yet they're frequently absent, disabled, or bypassed on New York job sites.
