These series use different populations and definitions. The statewide BLS and city DOB counts cannot be added together.
New York State fatality trend
BLS CFOI counts fatal occupational injuries by employer industry. The construction series covers private industry statewide, including NYC. It moves from 60 in 2023 to 50 in 2024; the figures alone do not establish why.

Employer reported nonfatal cases
The SOII measure is private industry, total recordable, per 100 full-time equivalent workers. It estimates recordable construction injury and illness cases reported by employers. Methodology and definitions
Source selection. The downloadable dataset contains only rows marked CONFIRMED in an independent source check of the input data. Values were not inferred where direct source verification was unavailable. Each row retains its source, URL, year, geography and definition.
Industry versus occupation. BLS construction industry counts classify an employer by industry (NAICS); construction and extraction occupation counts classify a worker’s job (SOC). They answer different questions. NYCOSH’s reported “construction worker” counts match the BLS occupation values in the years compared, but that numerical match does not establish NYCOSH’s methodology. CFOI versus SOII. CFOI is a census of fatal occupational injuries. SOII is a survey estimate of employer reported, OSHA recordable nonfatal injury and illness cases. DOB scope. NYC DOB counts building construction incidents, injuries and fatalities under its jurisdiction. It has a narrower site scope than either statewide BLS measure. Injury counts can differ from incident counts because an incident can injure more than one person. NYC DOB methodology
